This presentation will provide Local Education Agencies (LEAs) with an overview of Pennsylvania OVR’s 2026 Pre-Employment Transition Services (Pre-ETS) Provider Agreement and what the updated agreement means for schools, students and community partners. The presentation will explain the purpose and structure of the agreement, how Pre-ETS are organized around the five required Pre-ETS categories, and how OVR and LEAs can work together to support meaningful transition outcomes for students with disabilities. The presentation will also clarify the roles of OVR, LEAs, and Pre-ETS providers, with an emphasis on coordination, student access to Pre-ETS and avoiding duplication of services.
